CNN —The Federal Aviation Administration issued a report Monday sharply critical of the safety culture at Boeing, following two fatal crashes and several years of safety and quality issues at the troubled aircraft maker. Its work included conducting more than 250 interviews and reviewing more than 4,000 pages of documents, and focused on both safety culture and the FAA program that delegates some aircraft certification work to Boeing employees. The panel was not charged with reporting on any specific incident involving Boeing aircraft. “However on several occasions during the expert panel’s activities, serious quality issues with Boeing products became public. In particular, it found Boeing repeatedly revised its Safety Management System – or SMS – manual, which is suppose to guide employees on procedures they should follow to insure planes are safe.

New York CNN —A new problem has been found during the production of 737 Max jets that will force Boeing to rework about 50 planes that have not yet been delivered. The problem was disclosed in a memo sent to Boeing (BA) employees Sunday by Stan Deal, the head of the company’s commercial aircraft unit. An employee at Boeing supplier Spirit AeroSystems, which makes the fuselages of the 737 Max jets, notified the plane maker that two holes may not have been drilled exactly to Boeing’s requirements, according to Deal’s memo. While the exact cause of the incident is not yet known, Boeing CEO David Calhoun told investors on Wednesday: “We caused the problem, and we understand that.”“Whatever conclusions are reached, Boeing is accountable for what happened. “We simply must be better.”Deal’s Sunday memo said Boeing’s 737 Max factory in Renton, Washington would “dedicate several days … this week to focus on this important work, reflecting the premium we place on quality, safety and, ultimately, stability in our factories.”

CNN —Boeing’s 737 Max 9 model returned to service Friday afternoon when Alaska Airlines flight 1146 departed Seattle at approximately 3:51pm local time (6:51pm ET) bound for San Diego. It is the first revenue flight for this model since the Federal Aviation Administration grounded the Boeing jets three weeks ago following a door plug blowout on Alaska Airlines flight 1282. Alaska Airlines COO Constance von Muehlen took the flight and sat in the seat next to the door plug, telling CNN she has full confidence in the aircraft. The first flight is one of three flights Alaska Airlines has scheduled on Max 9 jets for Friday. New York CNN —Boeing CEO David Calhoun’s Wednesday was decidedly a mixed bag: The Federal Aviation Administration finally approved a set of inspection criteria for the 171 grounded 737 Max 9 planes that, if followed, could return the aircraft to service. And the FAA said it would not grant any production expansion of the 737 Max lineup while its safety probe of Boeing continues. “We fly safe planes,” Calhoun said to reporters assembled on Capitol Hill. A week earlier, Calhoun acknowledged the company made a “mistake” at a staff-wide safety meeting, but he did not specify what that mistake was. Two Max variants — the Max 7 and the Max 10 — are still awaiting approval to begin carrying passengers.

(CNN) — An earlier generation of the Boeing 737 may have issues similar to the door plug that flew out of the side of a recently made plane earlier this month. Since the incident on a newer Boeing 737 Max 9 just over two weeks ago, some airlines have inspected the earlier-built planes and observed “findings with bolts,” the agency said. After recent inspections of the newer Max 9s, United Airlines and Alaska Airlines have both found loose bolts. The FAA noted that the two generations of aircraft “have an identical door plug design.”The FAA notice does not ground the earlier generation of plane. Instead, it recommends that airlines inspect the four bolts that are intended to hold the door in place “as soon as possible.”The newer Max 9 aircraft continue to be grounded in the United States.

CNN —Secretary of State Antony Blinken was forced to change planes to return to Washington from Davos after his plane suffered what the traveling press was told was a critical failure related to an oxygen leak. Blinken and the traveling party boarded the modified Boeing 737 jet in Zurich on Wednesday after a day and a half of meetings at the global summit in Davos. While a cause of that accident is still under investigation, Boeing CEO Dave Calhoun has acknowledge a “mistake” by Boeing led to the incident. But the newer version of the 737, the 737 Max, has had a series of serious problems long before the Alaska Air incident this month. But it has had other quality issues since returning to service beyond the Alaska Air incident.

The crew of the landing FedEx aircraft, a 767 cargo jet with three crew members onboard, told investigators the plane was on autopilot for the approach into Austin-Bergstrom International Airport. CNN —American Airlines said it is reviewing a video posted on TikTok that shows a baggage handler releasing a passenger’s wheelchair to slide down a jet bridge chute, where it crashed into a metal barrier, flipped over and tumbled onto an airport tarmac. In the video, as the first man lets the wheelchair go, a second baggage handler, who is on the ground at the other end of the chute and wearing an American Airlines vest, steps back. American Airlines said in a statement, “We recognize how important it is to support the independence of customers with disabilities by ensuring the proper care of mobility devices throughout their journey with us. In 2022, American Airlines’ rate of damaging, delaying or losing wheelchairs and scooters was 2.00 per 100, DOT statistics show. It also calls on the agency to study whether it is possible for passengers to use wheelchairs in the main cabin.

CNN —Passengers on the Alaska Airlines flight where an off-duty pilot attempted to cut off the engines felt the plane dramatically pitch forward, as if it were in a nosedive, according to a newly-filed lawsuit. The lawsuit, filed by three passengers against Alaska Airlines and Horizon Airlines, the operator of flight 2059, claims the airlines did not properly evaluate off-duty pilot Joseph Emerson before he was seated in an extra cockpit seat – the jump seat – on the October 22 flight. “The pilots and flight attendants operating Flight 2059 responded without hesitation to ensure the safety of all onboard,” Alaska Airlines said in a statement. The lawsuit says the passengers’ damages include emotional distress and asks the court to consider the matter a class-action lawsuit. It does not list a dollar amount for the alleged damages but does ask the court to order Alaska Airlines and Horizon to better screen crew members prior to flights.

CNN —A JetBlue passenger jet lost its balance and tipped like a seesaw while unloading Sunday at New York’s John F. Kennedy International Airport, according to the airline. Nobody was injured in the incident, JetBlue Airways said. At least one opened cargo door in the front half of the plane can be seen. JetBlue is “reviewing this incident” and the plane will be inspected before flying again, the airline said. The Port Authority of New York and New Jersey, which oversees the airport, said the incident did not disrupt any other operations at JFK.

CNN —More than 1,100 flights have been canceled Monday across the United States – and more than 3,000 delayed – as severe weather threatens many eastern states. As of Monday afternoon, almost 100 outbound flights have been canceled, and more than 250 have been delayed. Nearly 700 Southwest flights have been delayed, according to FlightAware, and more than 180 have been cancelled. Around 120 million people in the Eastern US could be impacted by severe weather Monday. The FAA said today it has limited ability to direct New York flights north through Canadian airspace because of “staffing issues” in Canada.

The proposal fits alongside the administration’s push for increasing the share of electric vehicles on the roads. A nearly 700-page document outlined the potential options, including the administration’s proposal for increasing car fuel efficiency standards annually by 2% for cars and 4% for light trucks. The Environmental Protection Agency, which calculates the fuel economy estimates shown on vehicle window stickers, uses different tests that result in more realistic estimates. CNN —A United Airlines Boeing 767 plane lost its emergency evacuation slide in mid-air Monday – and it ended up in the backyard of a home near Chicago’s O’Hare International Airport, officials and a witness said. Patrick Devitt lives in the neighborhood where the slide came down, several miles from the runways at O’Hare. When he got to the house, he dragged the slide from his backyard to the front of the home. It’s a very, very big piece of equipment that fell.”Maintenance workers at O’Hare discovered the plane was missing its slide after it landed, according to the Federal Aviation Administration. In 2019, a slide fell off a Delta flight landing at Boston’s Logan International Airport.

CNN —The replacement for a crumbling underwater tunnel connecting New York City and New Jersey that carries up to 200,000 people daily just received the largest-ever federal transportation grant, according to Senate majority leader Chuck Schumer. In all, some 24 trains per hour and 200,000 people daily (at pre-pandemic levels) pass through the tunnel, according to Amtrak. Gardner said the rail line and others have applied for $10 billion in federal grants, including for the Gateway project. “A future of rail transportation for passengers really across the entire east coast, and our connections to the west.”The project has political complications. President Donald Trump opposed spending so much federal funding on the project – back when it was expected to cost only $13 billion – according to the then-Transportation Secretary, Elaine Chao.

CNN —New York City has been cleared to implement congestion pricing, a practice that allows the city to charge drivers entering Lower Manhattan, New York Gov. The plan would also mark the culmination of more than a half-century of efforts to implement congestion pricing in New York City. Ultimately, it was the need to improve New York City’s public transit that became the rallying cry for congestion pricing. The stakes of New York City’s program are high, and leaders in other cities are watching the results closely. “It’s good to see New York City’s program is moving forward,” said the Los Angeles Times Editorial Board last month.
